Buhari’s Govt got N2.2tr from Federation Account in One Year!

Facts have emerged through a painstaking and diligent investigation that the Federal Government under President Muhammadu Buhari got a total N2,203,573,573,563.25(Two trillion, two hundred and three billion, five hundred and seventy-three million, five hundred and seventy-three thousand, five hundred and sixty-three naira and twenty-five kobo) from the Federation Account as allocation between June 2015 and May 2016, Economic Confidential can authoritatively report.<br />
<br />
In a recent search by the Economic Confidential, the economic intelligent magazine and carefully computed, the administration under Buhari’s watch got the highest allocation in July 2015 with N412.60 billion and the lowest allocation within the period under review of N113.80 billion in May 2016!<br />
<br />
The report further reveals that in June 2015, the Federal Government received N173.91 billion made up of N159.72 billion for consolidated Revenue fund, N3.27bn for share of derivation and ecology, N1.63bn for Stabilization fund, N5.49bn for development of natural resources, and N3.78bn for the Federal Capital Territory Administration.<br />

 In August, September and October 2015, it received N216.99bn, N180.86bn and N162.93bn respectively. Between November and December 2015 the federal Government also got N205.15bn and N151.64bn to end the year.<br />

 At the start of 2016 and precisely January, it received N175.04bn made up of N160.87bn for consolidated revenue fund, N3.10bn for share of derivation and ecology, N1.77bn representing that of stabilization fund, while development of natural resources and FCT stood at N5.46bn and N3.82bn respectively.<br />
<br />
As for the month of February, March and April this year it was the peak of “low returns on investment” as the federal Government witnessed in a descending order of N150.32bn, N139.36bn, N120.92bn to close the first quarter in a not too- cheering manner.<br />
<br />
 Recall that Economic Confidential had recently investigated and published the allocations from the federation account to states and local governments in the country in the last one year, apart from Internally Generated Revenue(IGR) accruing to the 36 states of the federation and Abuja. It has also published what major revenue collecting agencies have also received within the period.<br />
<br />
The report on IGR indicated that only Lagos State generated more revenue than the allocation from the Federation Account which was about 150%. Economic Confidential also revealed that the internally generated revenue (IGR) of N268bn by Lagos state in 2015 is more than that of 32 other states put together that generated a total of N257bn.<br />
<br />
 Meanwhile Economic Confidential gathered that apart from the allocations from the Federation Account, as at the end of March this year, total inflows into the Treasury Single Account(TSA) of the Federal Government under President Buhari stood at N3 trillion while the number of Ministries, Departments and Agencies (MDAs) rose to 976.<br />

 However, Finance Minster, Kemi Adeosun recently disclosed that TSA has significantly witnessed an increase to N3.3 trillion in May 2016, noting that the Finance Ministry had continuously discovered revenue platforms that had escaped its net especially, shipping levies, airport landing charges, visa fees amongst others.<br />

The Lagos State Police Command said it had commenced investigation into the death of a 44-year-old man, Olisa Nwakobi, suspected to have committed suicide by shooting himself on the head.<br />
<br />
 The command’s spokesperson, SP Dolapo Badmos, said in Lagos on Sunday that Nwakobi was found dead on Thursday at about 9.45 a.m. near Chevron Oil Company, Lekki area of Lagos State. “One Olisa Nwakobi, 44, of No. 11, Aladdin Close, Chevron Drive, Lekki, allegedly shot himself on the head with a pistol.<br />
<br />
“The incident happened in front of Our Lady Star of the Sea Catholic Church, Northern Fore-shore Estate, Lekki in Lagos. “A team of police men attached to Ilasan Police Division visited, examined and photographed the scene. “The exhibit, a silver American Pistol with five rounds of expended ammunition, was recovered and taken to the station,’’ she said.<br />
<br />
 The police image maker said that the corpse had been removed and deposited at the Lagos Island Hospital mortuary for autopsy.<br />

KANO – It was a sweet victory for Kano chapter of All Progressive Congress during a weekend by-election following a landslide victory against all comers in the constituency election.<br />

Announcing the hotly contested election the Independent National Electoral Commission (INEC) declared Tasi’u Ibrahim of the All Progressives Congress as the winner of the state House of Assembly bye-election in Minjibir.<br />
<br />
The returning Officer, Professor Abu Mohammed, said that the APC candidate polled 21, 970 votes to defeat 14 other contestants. Professor Muhammad disclosed that , Auwalu Ubale of the People’s Democratic Party (PDP) who was purported to have withdrawn from the race came a distant second with 1, 238 votes.<br />
<br />
The Returning officer who was overwhelmed by the peaceful conduct of the election thumbed up for Stakeholders for their cooperation and understanding throughout the election period. He also commended security personnel deployed to the area to maintain peace for their efforts toward ensuring peace.<br />
<br />
The weekend election at Minjibir was botched last April 30 b due to security challenges midway through the election that raised political temperature in the state.<br />

Two armed robbery convicts and 11 awaiting trial suspects were among the 13 inmates who escaped from Koton Karfe prison in Kogi in the early hours of Saturday.<br />

The News Agency of Nigeria (NAN) learnt that the inmates in one of the cells in the prison dug a big hole in the wall of their cell to aid their escape.<br />

 An authoritative source at the prison told NAN correspondent on Sunday that armed and conventional squads of the Nigeria Prison Service had launched manhunt to re-arrest the fleeing inmates.<br />
<br />
The source added that the prison authority had also contacted the police to assist it in tracking down the inmates some of who are facing trial for capital offences.<br />
<br />
 The 180-capacity all male prison facility inaugurated in 2014 had a population of 263 inmates as at the time of the latest jailbreak. Some residents of Koton Karfe who spoke to NAN expressed shock at the incident.<br />
<br />
 They insisted that the inmates could not have dug a big hole in the concrete wall of their cell without being aided and abetted. The state Controller of prison, Mr Musa Maza, has been avoiding the media since the incident by ignoring phone calls made to him.<br />

Governor Seriake Dickson of Bayelsa State; elder statesmen, Chief Edwin Clark; and some prominent leaders including traditional rulers of the Ijaw nation drawn from the seven Niger Delta states, on Saturday, met in Warri, Delta State, over the resurgence of militancy in the region.<br />
<br />
At the meeting, which was convened at the instance of Clark and held behind closed doors, the Ijaw leader said in his opening remark that unless Nigeria was restructured, marginalized voices would continue to rise against being treated as “second-class citizens in their own country.”<br />
<br />
The emergency meeting convened over the resurgence of militancy in the region was attended by delegates from eight states of the Niger Delta region, including Dickson and the Deputy Governor of Delta State, Mr. Kingsley Otuaro.<br />
<br />
While expressing displeasure over the crisis in the Niger Delta, Clark stressed that dialogue was the only possible solution.<br />
<br />
He stated that while it was commendable that the Federal Government had agreed to dialogue with the militant groups to halt attacks on oil and gas facilities, it was not clear whom the government was discussing with.<br />
<br />
According to the elder statesman, no Ijaw leader has been consulted by the Federal Government on the proposed dialogue towards halting ongoing attacks on oil facilities in the region.<br />
<br />
“This country deserves restructuring. Unless this country is restructured, we (Ijaws) will continue to be treated as second-class citizens. We are not second-class citizens. We must fight for our rights but not by destruction of pipelines.<br />
<br />
“We (Ijaw) are not presently in the scheme of things in this country. The Ijaw people must be accorded and included in this government. We are part of this country. We believe in the unity of this country.<br />
<br />
“We cannot fold our arms when our children, women and people are being attacked and we pretend nothing is happening. The purpose of this meeting today (Sunday) is for us to address the issue,” Clark stated.<br />
<br />
He added, “The Nigerian National Petroleum Corporation which is the major firm conducting oil exploitation operations was recently constituted but of its nine (board) members, not a single person is of Ijaw ethnic extraction where most oil exploration is done.”<br />
<br />
Clark further berated the government’s decision to cancel the controversial Maritime University sited in Okerenkoko in the Warri South West Council Area of Delta State, adding that the governing council had been constituted even before former President Goodluck Jonathan left office.<br />
<br />
Prominent Ijaw leaders from Bayelsa, Edo, Rivers, Ondo, Akwa Ibom, Delta and Cross River States, including traditional rulers, were present at the meeting held at Clark’s residence in Warri GRA.<br />
<br />
After the Ijaw leader’s opening remark, the meeting went into a closed-door session.<br />
<br />
A communiqué signed by Clark and issued at the end of the meeting and read by Pastor Power Ziakede Aginighan, accused the Muhammadu Buhari-led Federal Government of perceived plans to marginalise Ijaw people.<br />
<br />
It said attendees at the meeting urged Ijaw militant groups to cease plans to declare a Niger Delta Republic by Monday this week, noting that its indigenes believed that through restructuring, various crises bedevilling the country could be resolved, including that  of the Niger Delta.<br />
<br />
The communique read, “The elders and leaders of thoughts in the Ijaw nation call for the immediate restructuring of the Nigerian nation along the lines of peaceful federalism. Thus is the panacea for the sustainable development of Nigeria.<br />
<br />
“As a demonstration of sincerity of commitment to dialogue, the Federal Government should immediately withdraw the military from all occupied Ijaw communities, particularly Gbaramatu Kingdom. The meeting also calls on the government to immediately release the 10 innocent students of Gbaramatu Kingdom.<br />
<br />
“The meeting also passed a vote of confidence in the Chief Boma Obuoforibo-led leadership of the Ijaw National Congress. We condemn the move to scrap the Nigerian Maritime University approved by the preceding FG with temporary site at Kurutie and call for the immediate takeoff of the university.”<br />
<br />
Dickson, emerging from the meeting, told journalists that there was no need for another round of war in Ijaw land because the people were still recovering from previous ones.<br />
<br />
While commending the Ijaw leaders, which included traditional rulers, the governor said the problem in the region could be amicably resolved through dialogue and consultations with the people.</div>

Human rights lawyer, Mr. Femi Falana (SAN), added his voice to the call for investigation and prosecution of federal lawmakers involved in the padding of the 2016 budget, but said the Department of State Service lacked both the moral and legal rights to carry out the probe.<br />

Falana said in a statement on Sunday that the DSS had by its recent acts lost moral right to probe the scam and thus could not be trusted with such responsibility.<br />
<br />
He cited as an example, DSS’ recent arrest and detention of the principal officers and administrative staff of the Zamfara State House of Assembly for attempting to commence an impeachment proceedings against Governor Mohammed Yari on grounds of alleged corrupt practices<br />
<br />
He also said there was no legal backing for the DSS to embark on such investigation as the agency, according to the senior lawyer, by virtue of National Security Agencies Act, was strictly limited to the “preservation and detection within Nigeria of any crime against the internal security of Nigeria.”<br />
<br />
He said since the alleged budget padding was a form of economic crime and had nothing to do with internal security, the DSS should be stopped from going ahead with the investigation.<br />
<br />
He also said the police as well as other anti-graft agencies should be allowed to get to root of the scam and bring the culprits to book.<br />
<br />
Falana said, “It was reported last week that  the Nigeria Police Force had commenced investigations into the criminal allegation of the padding of the national budget by some members of the House of Representatives.<br />
<br />
“Some  civil society organisations  have also requested the Economic and Financial Crimes Commission  and the Independent Corrupt Practices and Other Offences Commission to wade into the matter. Curiously, the State Security Service (Department of State Service) is alleged to have usurped the statutory duties of the police and the anti graft agencies by taking over the investigation of the padding of the budget.<br />
<br />
“Based on the illegal decision to take over the investigation the DSS is reported to have sealed off the office of the Chairman of the Appropriation Committee of the House of Representatives.<br />
<br />
“Having regard to the recent activities of the SSS and the clear provisions of the relevant laws on investigation of corruption and other economic and financial crimes the DSS lacks the moral right and legal powers to interfere in the investigation of the criminal allegation of padding of the budget in any manner whatsoever.”<br />
<br />
He added, “More importantly, by virtue of the provisions of the National Security Agencies Act the powers of the SSS are strictly limited to the ‘preservation and detection within Nigeria of any crime against the internal security of Nigeria.’<br />
<br />
“Since the padding of the national budget is a straight forward case of economic crime which is not concerned with the internal security of the nation  the SSS should not play into the soiled hands of the criminal suspects in the House of Representatives as they may later turn round to challenge the legal validity of any criminal charge arising from  a faulty investigation report.<br />
<br />
“The SSS  should be called to order  as the nation cannot afford to bungle the investigation of  the highly placed politically exposed persons involved in the padding of the budget.<br />
<br />
“In the light of the foregoing, the Police and the anti graft agencies should be allowed to get to the root of the criminality of budget padding in the National Assembly.”</div>

Ali Modu Sheriff, has said that his group has no immediate plans to organise the national convention for the party.</span></div>

<div style="background-color: white; box-sizing: border-box; color: #222222; line-height: 26px; margin-bottom: 26px; text-align: justify;"><span style="font-family: inherit;">He agreed that the Thursday’s court ruling did not give express order to stop the national convention of the party being organised by the Ahmed Makarfi-led national caretaker committee.</span></div>
<div style="background-color: white; box-sizing: border-box; margin-bottom: 26px; text-align: justify;"><span style="color: #222222; font-family: inherit;"><span style="line-height: 26px;">He maintained that the caretaker committee was not properly constituted, but stated that his group would  obey the ruling.</span></span></div>
<div style="background-color: white; box-sizing: border-box; margin-bottom: 26px; text-align: justify;"><span style="color: #222222; font-family: inherit; line-height: 26px;">He said the court order had stopped all preparations for any convention.</span></div>

Rather, as original members of the party, we will take it to the owners, who are the people in the grassroots.”</span></div>

<div style="background-color: white; box-sizing: border-box; margin-bottom: 26px; text-align: justify;"><span style="color: #222222; font-family: inherit; line-height: 26px;">Sheriff, who also spoke through his deputy, Dr. Cairo Ojuogboh, said the process of rebuilding the party had commenced.</span></div>

He has vowed to return the party to the people of Nigeria and he is appealing to other members of the party, it’s leaders like the BOT and governors to speak with the ‘Emperor of Ikwere’ to allow peace reign in the party and return the party to the path of progress and prosperity to all Nigerians.</span></div>
<div style="background-color: white; box-sizing: border-box; margin-bottom: 26px; text-align: justify;"><span style="color: #222222; font-family: inherit; line-height: 26px;">“This judgement vindicates the Nigerian judiciary and it shows that the judiciary is the only hope of the common man and that the oppressed can only get a fair hearing and judgement from the Nigerian courts.”</span></div>

The mother was apparently a great mother, according to family members," Mr Dodson said. "It was kind of the all-American family."</div>

Muslims attended Catholic mass in churches around France on Sunday in solidarity and sorrow following the brutal jihadist murder of a priest, the latest in a string of attacks.<br />

More than 100 Muslims were among the 2,000 faithful who packed the 11th-century Gothic cathedral of Rouen near the Normandy town where two jihadi teenagers slit the throat of 85-year-old Father Jacques Hamel.<br />

“I thank you in the name of all Christians,” Rouen Archbishop Dominique Lebrun told them. “In this way you are affirming that you reject death and violence in the name of God.”<br />

Nice’s top imam Otaman Aissaoui led a delegation to a Catholic mass in the southern city where a jihadist carried out a rampage in a truck on Bastille Day, claiming 84 lives and injuring 435 including many Muslims.<br />

“Being united is a response to the act of horror and barbarism,” he said.<br />

The Notre Dame church in southwestern Bordeaux also welcomed a Muslim delegation, led by the city’s top imam Tareq Oubrou.<br />

“It’s an occasion to show (Muslims) that we do not confuse Islam with Islamism, Muslim with jihadist,” said Reverend Jean Rouet.<br />

The Muslims were responding to a call by the French Muslim council CFCM to show their “solidarity and compassion” over the priest’s murder on Tuesday.<br />

Said a woman wearing a beige headscarf who sat in a back pew at a church in central Paris: “I’m a practising Muslim and I came to share my sorrow and tell you that we are brothers and sisters.”<br />

The most poignant moment of Sunday’s mass in Rouen was the sign of peace, a regular part of the liturgy when the faithful turn to greet each other in the pews, either shaking hands or kissing.<br />

Archbishop Lebrun used the moment to step into the congregation and greet Muslim leaders attending, as well as three nuns who were at the church in Saint-Etienne-du-Rouvray when Hamel was murdered.<br />

During an interview with Osasu Igbinedion on The Osasu Show, the Minister of Transportation, Rotimi Amaechi, said some ministers are currently squatting in Abuja, and live like regular Nigerians.<br />

Amaechi, who recently launched the Abuja-Kaduna railway line said:<br />

“Listen to me; do you know that ministers, as we are talking now, some of them are squatting? We are living in conditions equal to that of most Nigerians”.<br />
He also said that with the construction of the rail line, life would be easier for Nigerians and accommodation more affordable. He added that Nigerians can now live in Kaduna and work in Abuja, while paying less for accommodation in Kaduna.<br />
<br />
He said:<br />
“For those who don’t have houses, they’re able to rent houses at a cheap cost in Kaduna as against that of Abuja. It also impacts the savings; you have disposable income in your hand. It also impacts on agriculture, agricultural produce, you can transport easily and it will impact on cost of production because at that point, you’re able to move the cargo at a cheaper cost.<br />
“And then whatever comes out of production, will be sold to the people at a cheaper cost. So basically, it has economic importance that would at the end of the day, impact on the socio-economic entities of Kaduna and Abuja.”</div>

A heartbroken French man was discovered lying naked in the middle of the road on Friday night in Prachuap Khiri Khan city, Thailand.<br />

The 62-year-old man was found just on Sala Cheep Road in front of a Guesthouse where he had been staying since July 14. His wailing could be heard all along the road at about 5:30pm.<br />

Notified by some good Samaritans, police came and helped take the man, whose name was withheld, back to his room. At that point he decided to lock himself inside, but after a chat, officers were able to persuade him to come out again.<br />

"We took him to the hospital as he was determined to be in a deranged state," said police Col. Amphol Amornlakpreecha<br />

The Federal Government has banned the procurement and distribution of bags, T-shirts and other souvenirs at events such as Conferences and Seminars funded by Federal Ministries, Departments and Agencies (MDAs).<br />

In a statement on Sunday in Abuja by the Director of Information, Federal Ministry of Finance, Mr Salisu Dambatta, said President Buhari had approved the ban following recommendations by the Efficiency Unit.<br />
<br />
It said the Chief of Staff to the President, Alhaji Abba Kyari, had forwarded the directive to the Secretary to the Government of the Federation, the Head of the Civil Service of the Federation and the Ministers of Finance and Budget and National Planning, for implementation.<br />
<br />
According to the statement, the ban was in continuation of the on-going cost-cutting and efficiency drive in the utilisation of public funds by the present administration.<br />
<br />
President Buhari had set up the Efficiency Unit to review all federal government’s overhead expenditure to reduce wastage, promote efficiency and ensure quantifiable savings for the country.<br />
<br />
The Minister of Finance, Head of Service of the Federation, Accountant-General of the Federation, Auditor-General of the Federation and Director, Budget Office of the Federation are members of the Unit.<br />
<br />
The Unit identified procurement as the area to begin the execution of its mandate of reducing overhead costs and wastage resources.<br />
<br />
The Efficiency unit had already recorded success in cutting government overhead cost in areas such as travels, welfare, honorarium, sitting allowance, training, adverts and publicity as well as refreshments.<br />
<br />
It had gone a step further to relocate some of federal government’s MDAs into recovered looted properties as ways to reduce overhead cost.<br />
<br />
“The directive which is a recognition of the fact that in a period of lean financial resources unnecessary expenditure on overheads such souvenirs are luxuries that the government must eliminate.<br />
<br />
“This will enable release of funds for infrastructure and services such as health and education that would have direct positive impact on the well being of the citizenry and promote economic development.<br />
<br />
“The directive also contained specific guidelines that would reduce the cost of printing Invitation Cards, Programme of events, Brochures, Folders and Note Pads.<br />
<br />
“Among the guidelines are that they should be in black and white and limited to only one page and in the case of Brochures they should be streamlined to contain only essential information,” it said.<br />
<br />
Also, the statement said the printing of unnecessary publications and books of short shelf life which have no real value to the concerned public institutions or the citizens has also been banned.<br />
<br />
“MDAs were encouraged to save costs by uploading such publications on their websites which has the added benefit of wider visibility,” it said.<br />

The Rivers State Government says over forty nine thousand civil servants were captured in the just concluded biometric verification exercise.<br />
The state Head of Service, Rufus Godwin made the disclosure on a radio programme monitored in Port Harcourt.<br />

The Head of Service said the staff strength in the state civil service was initially put at over fifty seven thousand, adding that the difference after the verification exercise was over seven thousand.<br />
<br />
He said those who were not captured in the exercise were not genuine civil servants.<br />
<br />
Godwins also disclosed that the state government had commenced the compilation of the list of those who were involved in the deal, stressing that they would be prosecuted.<br />
<br />
“We have captured over 49,000 civil servants and they have all been paid. Those who have not been paid are those people who are underlined.<br />
<br />
“If at all they are civil servants, they would have come to be captured. We are inundated by complaints from people everyday, who claim they are sick, those who asked if they could be captured by proxy.<br />
<br />
“There are different tendencies that this exercise has revealed from civil servants. By this omission, some of them have caused their non-payment of salary. We do not owe anybody. We have paid salaries up to June,” he said.</div>

On Saturday, HBO (producers of Game of Thrones) Programming President Casey Bloys confirmed that popular TV series- Game of Thrones will end after its eighth season. Casey appeared at the Television Critics Association's summer press tour and was asked about the future of the show, to which he responded;<br />

"Yes, I think [the showrunners, D. B. Weiss and David Benioff have a very specific plan about the number of seasons they want to do. If I could get them to do more, I would take 10 seasons but we want to take their lead with what they could do and what the best version of the show is."<br />
On the bright side, he did address rumblings of a spinoff:<br />
"We've talked about it," he said. "It's not something I'm opposed to but it has to make sense creatively. I'm not sure the guys can wrap their heads around it when they are about to start production. We're open to it; the guys aren't opposed to it but there's no concrete plans right now."</div>
