Mr. Justice Walter Nkanu Onnoghen, GCON, has picked a retired Justice of the Supreme Court, Hon. Justice Mr. Suleiman Galadima, CFR, as the new chairman of the Corruption and Financial Crime Cases Trial Monitoring Committee.<br /> <br /> “He is to replace Hon. Justice Mr. Ayo Salami (retired) who excused himself from the committee as the chairman, after initially accepting to serve.<br /> <br /> “The committee will be inaugurated tomorrow, Wednesday, November 1st, 2017 by Hon. If I may tell you, for those of you who do not, I am a part and parcel of people living with disabilities. I live with a hearing impairment. I hear with the use of aids. However, there is an enormous discrimination against people living with disabilities.<br /> <br /> “If we as leaders do not consider the challenges facing people living with disabilities, it will be improper. They need care, support and friendly policies. The cost of living for a person with disabilities is higher than for a normal person. Every normal person is a potentially disabled person. We need to start advocacy programmes for the disabled persons.”<br /> <br /> On the other hand, Akeredolu, said, “We cannot afford to continue to exclude the disabled persons from the mainstream national structure. We have failed to include them in our national space. All of us are guilty of this.<br /> <br /> “We need every kind of people to make Nigeria great. This country needs you to make us go around. In the last Olympics able-bodied athletes won nothing, but it was the disabled persons who made us proud and came back with medals.”</div>

I want to commend the government for doing what is right.<br /> <br /> “When we started the investigation, we were being blackmailed but we will continue in our commitment to fight corruption, non selective.<br /> <br /> “We will not go back on our promise to expose corruption: any case that is brought to us we assure you that we will investigate it and expose it.<br /> <br /> “There are some corruption investigations going on in the senate, committees ensure that your investigations are concluded on time and you submit you reports,” he said.<br /> <br /> Currently, the Senate is investigating the alleged N25 billion contract scam, involving the Group Managing Director of the NNPC, Maikainti Baru.<br /> <br /> The Senate is also probing the Inspector General of Police, Ibrahim Idris over allegation of corruption and abuse of office brought against him by a serving senator, Isah Misau.<br /> <br /> Also on the top of the Senate’s investigation is allegation of misappropriation of funds and non-remittances to the Federation Account against some revenue agencies and other ministries, departments and agencies of government.<br /> <br /> While moving the motion earlier, Deputy Leader of the Senate, Bala Ibn Na’Allah stressed that the issue surrounding the sacking of the former SGF started from the senate.<br /> <br /> He said that the outcome of the investigation had vindicated the Senate in its poise to expose and fight corruption wherever it was found.<br /> <br /> He recalled with regret how the senate was harassed when it began the investigation into the matter.<br /> <br /> “When we started tis crusade, the same Nigerians that we were fighting for were paid to close down the National Assembly in the name of Occupy Nass.<br /> <br /> “What is important here today is to implore us all that the task before us is not a small on, that is why the oath of office say that you will do that without fear or favour.<br /> <br /> “It is important for Nigerians to realise that it gives them no good to spread falsehood to demean the institution of the National Assembly.<br /> <br /> “I am proud of this senate: We have other investigations that are pending, the committees in chrge of these investigations should finalise their investigations soon so that at the end of the day we shall be vindicated,” he said.<br /> <br /> Mr Babachir Lawal was sacked as the SGF on Monday after serving months of suspension while being investigated by a committee chaired by Vice Presient Yemi Osinbajo.<br /> <br /> Upon the recommendation of the committee, Lawal was sacked by President Muhammadu Buhari along with the former Director of the Nigerian Intelligence Agency (NIA), Ayo Oke who was also accused of corrupt activities.<br /> <br /> Mr Boss Mustapha has been appointed as the new SGF to replace Lawal. However, the former NIA boss had not been replaced yet.</div>

For a government which has not been able to provide potable water, good road network, functional education and affordable health care, going into this highly exorbitant project is the height of rudderlessness.<br /> <br /> “The continuous upward review of the sum from the initial N4.5bn to N69bn  is certainly unjustifiable. When was the concessionary contract advertised? How many companies put in their bids? What technical evaluation supports a 30-year concession? These and many other questions beg for answers.<br /> <br /> “Considering the fact that the administration has just about 12 months left, one cannot but wonder if this is not an attempt to deepen the state financial mess ahead of a new administration.”<br /> <br /> Another leader of the PDP, who is a former Attorney General and Commissioner for Justice in the state, Mr. Niyi Owolade, said the concession agreement was another ploy by Aregbesola to plunge the state into more debt.<br /> <br /> Owolade, while speaking with our correspondent on the telephone, warned the contractors and the concessionaire to be aware that the project would be revisited after the expiration of Aregbesola’s tenure.<br /> <br /> He said, “I am just laughing about this new arrangement by this government to further plunge our state into more debt. Conflict  resolution mechanisms is inbuilt on how you handle your party and the governance and the party are joined by the hips.”<br /> <br /> Tinubu declined comment on what the party leadership was doing to mend fences ahead of the party’s National Economic Council’s meeting holding on Tuesday.<br /> <br /> When asked if the party was still on course, the former Lagos State governor replied, “Can you go back to the history of 16  years of the PDP? <div dir="ltr" style="text-align: left;" trbidi="on"> <div style="text-align: center;"><a href="http://3.bp.blogspot.com/-zKeEhYR_5BA/WfhgE85J6wI/AAAAAAAAfDc/cwqqripK1ccHes09ejXMKGTYShE2o3VtQCK4BGAYYCw/s1600/Sambo%2BDasuki.jpg" imageanchor="1"><img border="0" height="180" src="https://3.bp.blogspot.com/-zKeEhYR_5BA/WfhgE85J6wI/AAAAAAAAfDc/cwqqripK1ccHes09ejXMKGTYShE2o3VtQCK4BGAYYCw/s320/Sambo%2BDasuki.jpg" width="320" /></a></div> The defence in the ongoing trial of a former National Publicity Secretary of the Peoples Democratic Party, Olisa Metuh, on Tuesday urged the Federal High Court in Abuja to order the arrest of the Director-General of the Department of State Service, Mr. Lawal Daura, for failing to produce the detained former National Security Adviser, Sambo Dasuki, in court.<br /> <a name='more' id="more"></a><br /> <br /> Justice Okon Abang had on October 25 directed Dasuki and former President Goodluck Jonathan to appear in court on Tuesday in respect of the trial of Metuh.<br /> <br /> The court had earlier issued separate subpoenas on Dasuki and Jonathan upon Metuh’s application.<br /> <br /> But while as of October 25, Jonathan had yet to be served with the witness summon, Dasuki had been served through the Director-General of the DSS.<br /> <br /> The judge had also issued another subpoena on the DG of DSS to produce Dasuki in court on Tuesday.<br /> <br /> While Dauski was not produced in court on Tuesday, Jonathan’s lawyer, Chief Mike Ozekhome (SAN), appeared in court to challenge the subpoena issued on the former President.<br /> <br /> Ozekhome noted that ‎Jonathan had yet to be served but only read about the subpoena in the newspapers.<br /> <br /> A court registrar confirmed, upon an enquiry by the judge on Tuesday, that the court bailiff had not been able to serve the former President, who was said to be outside the country.<br /> <br /> But Ozekhome, after he was granted permission to speak on the Dasuki issue, despite the objection of prosecuting and defence lawyers on record in the case, supported the call for Daura’s arrest, contending that the failure of the DSS to produce the ex-NSA in court on Tuesday amounted to taking the court for a ride.<br /> <br /> Justice Abang had on October 25 given the court bailiff five days to effect personal service of the subpoena on Jonathan and also directed the prosecuting counsel, Mr. Sylvanus Tahir, to persuade the management of the Economic and Financial Crimes Commission to liaise with the DSS to produce Dasuki in court on Tuesday (today).<br /> <br /> But when asked by the court about the situation of things, Tahir narrated the anti-graft agency’s efforts in complying with the court order directing the EFCC to liaise with the DSS.<br /> <br /> Tahir added that he had taken further step to speak with the Legal Adviser of DSS.<br /> <br /> Tahir said the DSS’ Legal Adviser informed him that Dasuki refused to be brought to court on the advice of his (Dasuki’s) counsel.<br /> <br /> He said, “In addition to that, I personally liaised with the Legal Adviser of the DSS on the need for the organisation to comply with the court order.<br /> <br /> “Up till this morning, exactly a quarter after 7 am, the said Legal Adviser informed me that they were ready and willing to bring the intended witness to court, but that the subpoenaed witness said, on the advice of his legal team, he has been advised not to come to court.<br /> <br /> “I advised the Legal Adviser, that in the circumstances the DSS found itself, they should personally come to court this morning to explain their situation to the honourable court. Our own role to facilitate by liaising with the DSS, so we have played our part.”<br /> <br /> In response, Metuh’s lawyer, Mr. Emeka Etiaba (SAN), urged the court to disregard Tahir’s submission as it was not admissible because it amounted to hearsay and was not backed by an affidavit stating the facts.<br /> <br /> But counsel representing Metuh’s firm, Destra Investments Limited, the second defendant, Chief Tochukwu Onwugbufor (SAN), urged the court to order Daura’s arrest.<br /> <br /> While also arguing that Tahir’s submission was inadmissible, Ongbufor maintained that it was inconceivable that Dasuki could be more powerful than the DSS that was detaining him to the extent that he could stop the agency from producing him in court.<br /> <br /> He argued that the DSS’ conduct by failing to produce Dasuki in court was an act of disrespect for the court.<br /> <br /> He thereby urged the court‎ “to apply the consequences provided by the law.”<br /> <br /> He said, “I say so because, whenever Sambo Dasuki wants to go to court on his own, it is the duty of the DSS to take him to court and if they don’t want to take him to court, they will decide not to take him to court.<br /> <br /> “I do not think it lies in the mouth of DSS that he (Dasuki) refused to comply with the order of the court.‎”<br /> <br /> He asked the court to apply the provisions of section 244 of the Administration of Criminal Justice Act by ordering Lawal’s arrest.<br /> <br /> He said, “This is more contemptuous that the DSS fails to appear before the court to explain the situations in their environment.<br /> <br /> “My lord this is unacceptable.<br /> <br /> “If they have an atom of respect for the court, they would appear before your lordship this morning and I refer your lordship to section 244 of ACJA.<br /> <br /> “Your lordship has the power to issue an arrest warrant against DSS,” adding that “your lordship will now issue a warrant of arrest against the Director-General of DSS in person”.<br /> <br /> When asked if the court could order Lawal’s arrest when the name of the DSS’ DG was not specifically mentioned in the order directing that Dauki be produced in court, Onwugbufor said, “I agree that his name is not mentioned but it has legal consequences and connotation.<br /> <br /> “This is because a human being is occupying the office of the DG of DSS. It would have been different if the subpoena was issued to Department of State Service. But this is different, the order was issued against the occupant of the office, to appear before your lordship and explain to your lordship his failure to produce Dasuki in court to show how a detainee will be more powerful than the person detaining, which is an absurdity.<br /> <br /> “It is my submission that they are playing hanky-panky with this court. They are passing the buck and the buck must stop somewhere.<br /> <br /> “It will stop when your lordship issues a warrant of arrest against the Director-General of DSS.”<br /> <br /> In his contribution, Dasuki’s lawyer, Mr. Ahmed Raji (SAN), described Tahir’s submission as “damning and incriminating hearsay” which should be expunged from the court’s record.<br /> <br /> Raji also urged the court to hear his motion seeking the execution of proceedings relating to the summon issued on his client to appear in court based on the appeal and motion he had filed before the Court of Appeal seeking the setting aside of the motion.<br /> <br /> Also, Jonathan’s lawyer, Chief Mike Ozekhome (SAN), also informed the court of his client’s motion seeking an order setting aside the subpoena issued on the ex-President.<br /> <br /> Ozekhome requested as an alternative prayer that Metuh should be made to provide the sum of N1bn to cover for Jonathan’s and his security personnel travelling expenses from Otuoke in Bayelsa State, the ex-President’s hometown, to Abuja.<br /> <br /> But he also supported the call for Daura’s arrest and called for indefinite adjournment of the trial pending when Dasuki’s motion would be determined by the Court of Appeal.<br /> <br /> He said, “It is inconceivable that the DSS could not bring a person who has been in their custody for two years and who has not been proved to be violent. I think they are taking this court for a ride.<br /> <br /> “This court is not a table tennis court, or basketball court or lawn tennis court.<br /> <br /> “The applicable section, therefore, is section 243 and 244 of ACJA.”<br /> But in the course of the proceedings, the prosecuting counsel, Tahir, indicated that a representative of the DSS, Echika Owete, had appeared in court.<br /> <br /> Tahir also read to the court a text message he got from the Legal Adviser stating that Dasuki said he would not come to court except by force.<br /> <br /> According to the message, after much persuasion by DSS personnel, Dasuki agreed to appear in court at the next date.</div>

The issuance will more than double Nigeria’s outstanding dollar bonds to about $9 billion and is in line with a strategy to shift the economy’s debt profile by doubling the portion of foreign debt to 40 percent of the total.<br /> <br /> “The IMF understands the authorities’ needs to rebalance its portfolio of domestic to foreign debt,” Abebe Selassie, director of Washington-based lender’s African department, said by phone last week. “Such a shift would however make the economy more vulnerable to exchange-rate depreciation.”<br /> <br /> The naira weakened against the dollar following the crash in the price and output of oil, Nigeria’s biggest export, increasing inflationary pressures for a country that imports everything from fuel to food and curbing economic growth. While price growth slowed for eight consecutive months to just under 16 percent in September, it’s been above the upper end of the central bank’s 6 percent to 9 percent target range for more than two years.<br /> <br /> Nigeria plans two issues, one of $2.5 billion and another of $3 billion, including a mix of Eurobonds and diaspora notes.<br /> <br /> With Nigeria’s Eurobonds yielding an average 6 percent, almost 9 percentage points less than pricing for naira bonds, the government expects to reduce its debt-service costs, which the IMF sees almost tripling to about 62 percent of revenue this year. Nigeria is struggling to free up funds to stimulate its economy to grow after it contracted by 1.6 percent in 2016, the first such slump in 25 years.<br /> <br /> “We expect that it will help the government extend its maturity profile, decrease debt-servicing costs, and reduce private sector crowding out,” Selassie said.<br /> <br /> The Debt Management Office Director-General Patience Oniha said last month she doesn’t see any currency risks given the government’s growth plans that will generate more foreign exchange.<br /> <br /> Africa’s biggest producer of crude aims to increase output to 2.5 million barrels a day next year from 1.77 million barrels a day currently. Nigeria is also increasing investment in agriculture to reduce food imports and lessen pressure on its currency, Oniha said.<br /> <br /> The naira strengthened 0.1 percent to 356.1 per dollar by 4:03 p.m. in Lagos on Monday. It was again cancelled and shifted to 2018.<br /> <br /> The last exercise was last held in 2006, with many salient features like religion and tribe discarded, a situation that prompted the current Chairman of the National Population Commission (NPC), Chief Eze Duruiheoma (SAN), promising that such features would be included in the next census.<br /> <br /> Also, the Speaker of the House of Representatives, Hon. Yakubu Dogara, had earlier warned the federal government and NPC not to go ahead with the planned 2018 National Census given that the exercise will be opened to political manipulation ahead of the 2019 general elections.<br /> <br /> Speaking with journalists in Abuja ahead of the commencement of the fourth phase of Enumeration Area Demarcation (EAD) exercise, Duruiheoma explained: “I don’t know when this 2018 census date came from but definitely not from this commission.<br /> “But I can give you a little background to it. The original date for census was 2016 but in 2015, when the new government came on seat.<br /> <br /> “It would have been unfair to present such an agenda to an incoming administration that was yet to settle down. So tentatively, we suggested 2017 but gave some kind of rider to it, that if it was to take place in 2017,<br /> “We should look at the things we need to do and their cost implications. In other words, if we had the funds that time, 2017 would have been a reality. Unfortunately, that didn’t happen.<br /> <br /> He said: “Now, we adjusted the programme and started hinting about 2018 if certain things were put in place. So that is the history of 2018,we never said there would be census in 2018.<br /> “But by the way, let me converse first with INEC. They can present the timetable, look at what we intend to do and government could say no, that date is not okay. So ours is to present the timetable or advise.<br /> “Census is not only a NPC’s affair, there are so many other agencies of government that are involved in census. So all of them must act as a body in order to actualize it.<br /> <br /> “So setting date is not entirely a NPC’s affair. So 2018 was never a date chosen by us. But whatever time the census will be held, preparation must start in towards it. It is not something that if let’s assume it’s 2018,then we wait for that time and take a table to one corner and start counting people, it’s not done that way.<br /> “The preparations must be there, we must put in place the proper preparations. So whenever we decide to hold it, whether in the next 30 years, preparations must start.<br /> <br /> “That’s why we are doing the Enumeration Area Demarcation now. And the EAD we are doing now is second to none. This is to prepare us adequately for census at whatever time  we decide to do that.<br /> “We have not received presidential proclamation but it’s not late, it can still be secured,” the chairman added.<br /> On allegations that some state governors were manipulating the EAD exercise, Duruiheoma stated that “it’s the first time I’m hearing this. What we are doing is a scientific thing. The EAD exercise is scientifically done and the good thing about scientific exercise is that it’s verifiable.<br /> <br />  “We are not starved of funds, what we are experiencing is as a result of the precarious economic situation in the country. We cannot on our own go to the money market or financial markets to look for funds, we don’t have the power to do that but the donor agencies can come. But they cannot just come on this own, they must get the green light from government.<br /> <br /> “One of the reasons why we were very passionate in asking for proclamation that time was that that was the green light the donor agencies needed. If they heard that this country is about to do census, of course, they will show interest. They will come with those funds. They can’t on this own act without government and that is the draw back, the handicap we suffer.<br /> Concerning security challenges in the North East, he observed that “there’s is a saying that when we get to the bride, we will cross it. For now, we are talking about the EAD and when we get to that point, we will assess the situation and if we will have an opportunity like this to share with newsmen our experience.”<br /> <br /> He also stated that this phase of the EAD will cover 13 states across the six geopolitical zones of the country, adding that “so far 74 local governments have been enumerated which will bring the total number to 87 LGAs and hope to cover the remaining 687 soon.<br /> “The fourth phase of the EAD will take place in 13 LGAs in 12 States of the federation and the Federal Capital Territory. At the end of the EAD phase 4, the commission would have successfully demarcated 87 LGAs and the remaining 687 LGAs will be covered under the subsequent phases.<br /> <br /> “4400 centres for registration of births and deaths. This centres are manned by ad-hoc staff who are graduates and are paid 20,000 monthly,” Duruiheoma stressed.</div>

Never! Never! He has people who are protecting him which made it difficult for us to get him arrested. You can imagine that he was promoted. It is very devastating and it is beyond my understanding.”<br /> <br /> Asked if the EFCC was working on the theory that Maina may have fled the country, Magu responded in the affirmative, saying, “He has already been declared wanted by the INTERPOL and we are going into several countries to request their assistance particularly in Dubai, USA, and UK. We are already on a serious manhunt.”<br /> <br /> The EFCC boss rebuffed claims that the seizure of Maina’s houses was reactionary.<br /> <br /> Magu said when he took over at the commission in 2015, he was extremely busy and did not put Maina’s case on the front burner hence the late action.<br /> <br /> He added, “When I came in, the matter was already in court and I was so busy pursuing other issues. You need to visit the EFCC to see the volume of work we have.”<br /> <br /> He said he was dumbfounded as to how the fugitive was brought into the country and promoted despite being on the INTERPOL watch list.<br /> <br /> Magu added, “I really don’t know what happened but I know he was properly placed on the watch list so he cannot sneak into this country without the knowledge of the law enforcement agencies. So, something is wrong somewhere and I think we need to look at that. It is just terrible and I just cannot believe it.”<br /> <br /> The EFCC boss urged Nigerians and other security agencies to cooperate with the commission in stamping out corruption.<br /> <br /> He said corrupt persons were already celebrating<br /> <br /> Magu said, “I want us to be fully committed to the war against corruption because it is the biggest problem in the country today and corrupt people are now celebrating.”<br /> <br /> Meanwhile, the spokesman for the EFCC, Mr. Wilson Uwujaren, said the anti-graft agency had not made a fresh application to INTERPOL for the arrest of Maina.<br /> <br /> Uwujaren said this in an email.<br /> <br /> The EFCC spokesman said, “There is no fresh request sent by the commission. The only request was sent through a November 18, 2015 letter, to which a response came through a January 11, 2016 letter from the INTERPOL National Office, indicating that the bureau has taken action on the wanted fugitive as requested with INTERPOL General Secretariat, Lyon, France.”</div>

We are challenging him.<br /> <br /> “Gowon is to be blamed for the crisis in Nigeria from 1967 till date.  He caused the whole crisis. He could not control the killing of the easterners as the then Head of State.”<br /> <br /> He said, “The Aburi Accord would have sorted out Nigeria’s problems.<br /> <br /> The Biafrans came up with a model – a Swiss confederation model. The East, led by Ojukwu, went prepared. Gowon went there empty. He came up with nothing.”<br /> <br /> He added, “Now, having agreed and signed the accord, it was expected that Gowon would come back and make the announcement. He refused to make the announcement. What happened? The British government reached out to him, and warned him not to implement the Aburi Accord.<br /> <br /> “He was never sick. He was afraid that the Igbo would control the oil. There was pressure on Ojukwu to tell the people what was agreed in Aburi. Gowon reneged on the Aburi Accord on the advice of British government.”</div>

That is why we are turning our own focus to primary health, family health, community health and to making sure that every health facility has trained workers to deliver that care. The government has to do more and the citizens have to do more as well.”<br /> <br /> She described the place of private sector collaboration with government as hugely important, saying, “We have 191 million people in Nigeria. If we really want to cover the nation, we don’t really have a choice, we have to partner government and also development partners.”<br /> <br /> Oyebode said Nigeria had an unemployment crisis on its hands where “35 per cent of the working population are either unable to find work or struggling within another unemployment category where the quality of work that is available isn’t commensurate with their skills.”</div>

Now, discount will be applied to companies with staff strength of five and below. The discount is 50 per cent of the original tariff on product registration and this takes effect from the date of approval.<br /> <br /> “The registration fee for sachet water which was N31,750 is now slashed by 50 per cent, making it N15,875, while that of food which was N52,750 is now N26,375 after 50 per cent slash.<br /> <br /> “The entire process of attaining NAFDAC registration licence should not exceed 90 days; the registration process of bakery should not exceed 30 days and products registered under this scheme will be granted registration listing licence for operation.”<br /> <br /> Represented by the agency’s Director of Special Duties, Abubakar Jimoh, the acting DG said the measures were aimed at promoting small and medium enterprises and to assist businesses to grow in the country.<br /> <br /> Mogbojuru said the agency had begun the listing of products for a period of two years renewable afterwards.<br /> <br /> He warned members of staff of the agency to stop frustrating registration processes by clients.<br /> <br /> In his remarks, the Niger State Coordinator of the agency, Mr. Anikoh Ibrahim, stressed the need for all hands to be on deck to enable the issue of health safety to succeed.<br /> <br /> Ibrahim also promised to operate an open-door policy that would enable people to register their products as and when due.</div>
